During a routine stakeout, SFPD detectives Russo and Bailey witness a murder and their high-speed chase of the suspect goes tragically wrong. Suspecting an elaborate car theft ring behind the crime, they pursue a case that eventually leads to Alfred Strom, a mechanic turned criminal ringleader, who uses his Bay Area garages as chop shops. After chasing numerous leads, the duo catches a break and captures a henchman, which eventually leads to arresting Strom...but Bailey suddenly cuts him loose with zero explanation. Russo, baffled by his stoic partner's actions and now under investigation by Internal Affairs, digs deeper to unveil a dark secret that threatens to destroy his once unbreakable bond with Bailey as they close in on Strom's deadly operation.
